Statement of the CSC European Works Council on Restructuring
We, the CSC European Works Council do not agree with the way that the CSC Board of Directors and CSC Europe are dealing with the Restructuring Programme announced on April 4 2006. The EWC represents all European employees covered by the agreement and wish to make the following statement on their behalf :
- In his note to employees on February 21 2006, Van Honeycutt states that "OUR EUROPEAN OPERATIONS CONTINUE TO PERFORM WELL". So why, in such a short space of time has the situation changed so drastically resulting in the loss of so many jobs. We do not see any reason to carry out such drastic measures, particularly if less damaging alternatives can be employed.
- Apart from the provision of some basic figures, the EWC have had no consultation, thus far, of the quality defined in the EWC Agreement.
- CSC has not provided any form of business plan or financial breakdown to justify such a drastic restructuring programme and the EWC believes that is a basic pre-requisite of any serious consultation with the workforce. The EU directive 98/95/EC stipulates clearly what - how and when information should be provided to the EWC. (Article 2.3)
- The EWC feels that it is uniquely placed to make a valuable contribution in producing a restructuring programme that is both acceptable to the whole workforce and beneficial to the company but feels that this can be best done in face to face consultation with European President, Guy Hains.
- We believe that any company that is serious about Corporate Social Responsibility should do everything in its power not only to protect employment but also to maintain the highest level of service to its customer and these two aspirations are not incompatible within a restructuring programme.
- The EWC is also concerned about the content and timing of the CSC press releases on April 4th announcing the loss of 5000 jobs "mainly Europe while at the same time there was an announcement of an increase of 5000 jobs in India" as this seems counter to a World Sourcing Agreement that was signed recently by CSC UK.
In summary, the EWC wants to call on the execution of the EWC agreement and requests an immediate execution of article 10.1.3 regarding exceptional information and consultation before any further actions are taken by management.
